I am writing an argument paper about decreasing CA’s number of prisoners.

I need the number or percent of increase in prisoners since 1994, when the three strikes law was put in effect.

The state has got so many more prisoners since three strikes that federal courts have ordered it to release 44,000 of them. The link is to the California Department of Corrections and Rehabilitation which is a euphemism for the California Department of Just Locking Prisoners Up For Long Periods of Time.
